Elmira Ibraimova becomes executive director of
ARIS
A meeting of the supervisory board of the Community Development and Investment Agency (ARIS) took place in Bishkek last week. During the meeting, it was accepted to appoint Elmira Sultanovna Ibraimova as executive director of the ARIS, replacing Toktobolotov.
Ibraimova headed the ARIS between 2003 and 2008.
Suffered entrepreneurs express gratitude to Otunbaeva
Entrepreneurs who suffered in the April events have expressed gratitude to the President Roza Otunbaeva for rendered support.
The information is posted on the web site of economic regulation ministry. In the letter, the entrepreneurs pointed out the best work of the state commission for determining economic damage and accepting measures to support entrepreneurship.
PGO of the President opens in Osh
A public grievance office (PGO) room of the President for the Osh, Jalal-Abad and Batken provinces will be opened in Osh, the southern capital of Kyrgyzstan soon. President Roza Otunbaeva has signed the corresponding decree on August 26.
The PGO will be opened with a purpose of rendering assistance to solve socio-economic problems of society and offer the citizens opportunity to meet with the President.
Next donor's meeting to take place after parliamentary elections
The next donor's meeting will take place after the parliamentary elections. President Roza Otunbaeva informed at a meeting of the Council for Development of Business and Investments.
She said the first meeting took place successfully for Kyrgyzstan. "However, we have received only obligations, not the cheques." Otunbaeva emphasized that it was necessary to work ourselves, not waiting the donor's assistance.
Bakiev’s officials used their power to harass public
About 190 criminal cases have been lodged in connection with the crimes committed by high ranking officials during the rule of Kurmanbek Bakiev.
The Prosecutor General of Kyrgyzstan Baytemir Ibraev stated at the government session on August 27. He said that the Prosecutor General’s Office has received petitions in 124 criminal cases. According to him, 16 complaints are related to the State National Security Service (GSNB), 43 – to the Finance Police, 6 – to the Interior Ministry (MVD).
The Prosecutor General’s Office has forward 18 cases to the courts. In general, 78 people are accused and 48 of them are on the wanted list.
The state treasury has lost about 6 billion soms and S130 million because of the crimes perpetrated by high ranking officials of Bakiev.
Investors should not have “shelters” - Otunbaeva
There are so many investors, who are interested in Kyrgyzstan, but they first of all ask who will “shelter” their business. President in transition Roza Otunbaeva stated on August 27 at a session of the council for business development and investments under the government.
According to her, after her visit of Tokmok city, it has become clear that many investors want to invest money in projects. “However nationalization has shaken confidence of some entrepreneurs in the development of their businesses in Kyrgyzstan. But the question was only about the property of Bakiev and his confidants. We have created a fund of nationalized property, and everyone, who desires, may address there with suggestions,” Roza Otunbaeva emphasized. “We are moving in an unusual way.
Those, on whose names these facilities were registered, have abandoned their shares. Since, they also were seized forcibly.
And if owners abandoned, then the property now belongs to people,” she considered. According to Roza Otunbaeva, the adopted decree on protection of investments is not enough. “We should create the law on state-private partnership, which should remove the perceptions that only representatives of Bakiev can negotiate with the investors,” she said.
Two political parties refuse to participate in the election campaign
Two political parties have refused to participate in the election campaign. Algyr-Kyraan informed last week that they had decided not to run for seats in the 5th convocation of parliament.
Another political party that has decided to be out of the political game is Democratic Party of Women and Youth of Kyrgyzstan “Novaya Sila.” Its leader Tokon Shaylieva, a well-known businesswoman and ex-MP has refused to comment.
Thus, 55 political parties will run for mandates of parliament. The Central Election Commission assumes that some more political parties may drop out of election race - 2010.
Osh prepares for celebration of the Independence Day
The southern capital of Kyrgyzstan prepares for celebration of the Independence Day. First deputy mayor of Osh Shuhrat Sabirov said. On August 31 a parade will take place. Besides, a concert and theatrical show will be performed. However, there will not be fireworks.
State secretaries to pass lie detector before appointment
The state secretaries of government agencies will have to pass through lie detector before appointment. Such a decision has been made on August 25 at the first session of the newly created State Service Council. The successful candidates after passing routine selection tests will later join 13 state institutions.
The polygraph (lie detector) will examine the officials, applying for the second post in the Ministry of Justice, the Ministry of Economic Regulation, the Ministry of Energy, the Ministry of Health, the Ministry of Natural Resources, the Ministry of Emergency Situations, the Ministry of Youth Issues, as well as the State agency for anti-monopoly policy, the State agency for social protection, the State service for taxes and duties, the State committee for water economy, the State financial reconnaissance service and the National agency for local government.
Education remains top priority for Kyrgyzstan - Otunbaeva
Education will remain the first priority issue in Kyrgyzstan,” Roza Otunbaeva, President of transition period, said at a meeting with teaching staff and students at the International University of Central Asia in the town of Tokmak.
She said that the authorities will do everything to develop the country. New technology play very important role in education system. I see that this university is equipped with latest technologies.
If cities such as Tokmak will have similar universities, it is a tremendous step forward in this direction,” concluded Roza Otunbaeva.
Markus Mueller meets President, officials in Bishkek
Markus Mueller, the recently appointed Head of the OSCE Police Advisory Group for Kyrgyzstan, met with officials and representatives of non-governmental organizations on August 25 in Bishkek to discuss the project.
Accompanied by the Head of the OSCE Centre in Bishkek, Ambassador Andrew Tesoriere, he met with President Roza Otunbaeva, Turatbek Djunusaliev, the Deputy Foreign Minister and Nikolay Soldashenko, the Deputy Interior Minister, as well as with a wide spectrum of NGO representatives, during his two-day visit.
Mueller said: "The OSCE Police Advisers will be a neutral party on the ground which will help to rebuild trust between the public and the police following the tragic events in the southern part of the country.
I understand and respect reservations about the Police Advisory Group that have been expressed; however, it is important to emphasize that we are here on the invitation of the government to assist law enforcement bodies in their efforts to stabilize the situation."
Here it is worth mentioning for those, who oppose the advisory group that the OSCE has supported police reform in Kyrgyzstan since 2002 and OSCE police advisers successfully worked in Osh and Jalal-Abad following events in March 2005.
The discussions on the Police Advisory Group will be continued through the OSCE Centre in Bishkek in close consultation with Mueller.
The Central Election Commission has accredited 175 representatives of mass media. According to the CEC, 178 press representatives filed their documents for accreditation, but 3 of them failed, as they didn’t submit the corresponding documents. Accordingly, 136 newspapers, 33 TV/Radio channels, 5 news agencies and 1 advertising agency have been accredited.
China is a strategic partner, says Foreign Minister
China is Kyrgyzstan's important strategic partner on the international arena, the Foreign Minister Ruslan Kazakbaev said in an interview with Xinhua ahead of his visit to China starting on August 25.
Kyrgyzstan must expand its ties with China in the fields of politics, trade, economy, science and technology, culture and humanitarian issues, Kazakbaev said.
He said China is the first country he will visit after he took office as Kyrgyzstan's foreign minister in April. He hoped his visit will become an important landmark in the relationship between the two countries.
Kazakbaev said his visit is aimed at promoting stronger cooperation of mutual benefit between Kyrgyzstan and China, continuing negotiations on the existing and planned projects, attracting investment, and determining the framework and prospect of future cooperation.
Foreseeing Kyrgyzstan-China relations in the future, Kazakbaev said the two sides successfully established a constructive partnership of good neighborliness in a short period after the two countries set up diplomatic ties in 1992. This laid a broad legal and agreement-based foundation and created broad prospects and significant opportunities for future cooperation between the two countries, Kazakbaev said.
He said active political dialogue, economic cooperation projects and cultural and educational exchanges between the two countries will substantially boost their mutual understanding and trust.
Kazakbaev reaffirmed that the new leadership of Kyrgyzstan recognizes all the existing agreements on issues including the border issue, the Taiwan issue and cooperation in the fields of security.
Considering the new political reality, he called on the two sides to continue their efforts to build a long-term and stable bilateral relationship. Kazakbaev said that despite the global economic crisis and domestic political issues, his country's economy has recovered.
Kyrgyzstan is creating a sound environment for foreign investment, he said, adding that his country will ensure the benefits of Chinese businessmen and their safety.
Referring to the Shanghai Cooperation Organization, Kazakbaev said as a unique multilateral union, the SCO is aimed at ensuring security and stability in the region. Further reinforcing the activities in foreign affairs in conformity with the guidelines of the SCO fully accorded with the national benefits of Kyrgyzstan, he added.
The Foreign Minister also said the cultural and people-to-people contacts between China and Kyrgyzstan had been expanded, citing "the Chinese Culture Day" which was held in 2007 in Kyrgyzstan and "the Kyrgyzstan Culture Day" which was held in 2008 in China as examples.
Otunbaeva receives congratulations on occasion of her birthday
President of Kyrgyzstan Roza Otunbaeva has turned 60 on August 23. Congratulations to the Kyrgyz leader are flocking to the country from East and West. In particular, she received congratulations from President of Uzbekistan Islam Karimov, President of Russia Dmitry Medvedev, President of Armenia Serzh Sargsyan, President of Kazakhstan Nursultan Nazarbayev, President of Turkmenistan Gurbanguly Berdimuhamedov, CSTO Secretary General Nikolai Bordyuzha, EurAsEC Secretary General Tair Mansurov and others.
Otunbaeva was born in Osh, in the family of Isaac Otunbaev, a member of the Supreme Court of Kirgiz Soviet Socialist Republic. She graduated from the Philosophy Faculty of Moscow State University in 1972 and went on to teach as senior professor and head of the philosophy department at Kyrgyz State National University for six years. In 1975 she became Candidate of Sciences after defending dissertation named "Critique of falsification of Marxist-Leninist dialectic by the philosophers of Frankfurt school."
Otunbaeva is married and has two children. She is fluent in Russian and can speak English, German and French in addition to Kyrgyz.
She was sworn in on July 3, 2010, after acting as interim leader following the 2010 April revolution which led to the ousting of then President Kurmanbek Bakiev. She is a former foreign minister and head of the parliamentary caucus for the Social Democratic Party of Kyrgyzstan. Otunbaeva is the first female President of a CIS/SCO member state.
Alfa Special Forces Commander has to be arrested
The Bishkek city court has not changed the action to arrest the Alfa Special Forces Commander. The decision was taken on August 25, at the board session, held at the building of the National Security Service of Kyrgyzstan. Commander of the Anti-Terroristic Special Forces Almaz Joldoshaliev will be under arrest in the SNSS pretrial detention center.
The decision of the city court is expected to be appealed in a higher court – the Supreme Court.
Supporters of the Alfa Commander keep on conducting protests in front of the building of the State National Security Service. They demand to release Almaz Joldoshaliev.
The charges are that he along with his some of juniors was responsible for loss of weapons near the office of the Social Democratic Party of Kyrgyzstan on April 7, 2010, with execution of knowingly firm order and with killing of two and more people.
Earlier, Deputy Head of the intelligence agencies Musa Kolbaev came out to the protesters staying near GSNB building in the capital of Kyrgyzstan and asked them to move back to the city court.
Musa Kolbaev noted that the National Security Service (GSNB) did its best in order to protect officers of the Alfa Special Forces from persecution and detention in custody. But, according to him, the court decision is taken upon request of the Prosecutor’s Office.
Musa Kolbaev underlined he personally stood bail for the Alfa’s commander, but the district court decided that the officer must be under arrest. Demonstrators expressed their disagreement with the Deputy Head of GSNB and keep on staying there.
Ar-Namys convention takes place in Kyrgyzstan
Ar-Namys political party formally announced their participation in the forthcoming parliamentary elections at a convention held recently in Bishkek.
The forum brought together some 120 delegates from different regions and cities, as well as more than a hundred guests, including politicians, representatives of other parties, international organizations and the CEC.
The eighth convention was held to approve list of party candidates for elections as well as to elect members of the conference and political council. “It is a working convention,” Felix Kulov, the former Prime Minister and party's leader, explained.
Rally of communists held in Bishkek
In Bishkek, near the parliament building supporters of the leader of the Communist Party Iskhak Masaliev organized a rally. Protesters demand reconsideration of the sentence for ex-member of parliament and release him from house arrest.
Reportedly, some 100 people came to the square to support Iskhak Masaliev.
They brought placards: “Down with the lawlessness,” “Free I. Masaliev.” According to protesters, they met with President Roza Otunbaeva a month ago and she promised to look into the matter, but nothing happened.
Bekbolotov Ibragimov, one of the rally participants, stated that if within the next month the prosecution would not withdraw all charges and close falsified case against Masaliev, his supporters will hold protests across the country.
Otunbaeva meets with a delegation from Turkey
A meeting of President Roza Otunbaeva with a delegation from Turkey headed by deputy undersecretary of the Turkish Foreign Ministry Hakki Akil took place in the parliament building on August 25. Akil presented a gift to Otunbaeva, congratulating on her 60th birthday. He pointed out the importance of democratic processes, occurring in Kyrgyzstan and importance of upcoming parliamentary elections.
The Turkish side expressed readiness to render assistance on restoration of Kyrgyzstan’s south.
The government of Turkey has allocated 21 million US dollars to Kyrgyzstan for reconstruction of the south of the country; 11 of them will be granted through TIKA Programs.
Parties should fight elections not a war - Abdurazakov
If political parties in Kyrgyzstan go to the elections as going to war, then the country will just fall to pieces, Ishenbai Abdurazakov, the Chairman of the Political Research Fund, stated to 24.kg news agency. According to him, the political organizations, intending to take part in the parliamentary elections, must be oriented first of all on creation of a legal state and reanimation of Kyrgyzstan as a sovereign country with strong laws.
“Otherwise we will have another collapse, after which it will be very difficult for the country to get on to feet.
If political parties do not understand it, then they should not be called parties. They will be interested groupings,” Ishenbai Abdurazakov said.
He added that the parliament should not be perceived by potential candidates for membership in it as a place for score-settling and hope for revenge.
Kazakhstan to open more gateways on border with Kyrgyzstan
Kazakhstan's Prime Minister Karim Masimov said at a government meeting that the country plans to open more gateways on its border with Kyrgyzstan.
The government meeting mainly discussed the issue of providing humanitarian aid to Kyrgyzstan. During the meeting, Masimov urged Kazakhstan's Border Control Department and Customs Department to study the possible locations of the additional gateways to be opened. He stressed that the additional gateways must be placed in the areas which can be controlled by the Kyrgyz side.
According to Kazakhstan's First Deputy Prime Minister Umirzak Shukeev, relevant authorities of Kazakhstan and Kyrgyzstan have discussed the issue of increasing border gateways, and the specific arrangements will be announced soon.
Kazakhstan closed its border with Kyrgyzstan after large-scale riots erupted on April 7 in the neighboring country. It reopened the border on May 20.
Over 6000 jobs created in Osh after June tragedy
Over 6000 jobs have been created in the southern capital of Kyrgyzstan after June tragic events. Osh municipal department for migration and employment reported. Earlier, it was reported that 8655 citizens applied for a job to Osh department for migration and employment; 4094 were registered as jobseekers; 4561 got consultations on legal employment, trainings and professional retraining.
Number of created jobs is 6040; with the support of foreign investments 577 work places have been created; medium and small business has offered 593 jobs; 707 work places emerged thanks to republican budget while informal economy has created 4162 work places.
A week of Japan culture will be held in Bishkek
A week of the Japan culture will be held in Bishkek, the capital of Kyrgyzstan in November, 2010. Such an agreement was reached at the meeting Mayor of Bishkek Isa Omurkulov had with Sin Maruo, Japan’s Ambassador to Kyrgyzstan last week.
The week of the Japan culture will promote culture and traditions of the land of the rising sun. Besides, officials agreed to establish twinning arrangements between Bishkek and one of the cities of Japan.
Diplomatic relationships between the two countries were established in 1991.
Pilgrimage is the answer of Kyrgyz crisis
Kyrgyzstan’s crisis has a systematic character affecting all spheres of the society. So we have to use a systematic approach for overcoming the crisis. Pilgrimage to holy places of Altai (Russia) is one of ways for Kyrgyzstan’s recovery because… culture of Altai is similar to the Kyrgyz traditions.
This was stated by the director of Culture and Research Center “Aygine” Gulnara Aytpaeva at a press-conference recently.
British hopes to develop more business relations
The situation in Kyrgyzstan is not that much depressing as it is presented by the Western media outlets. Bob Stewart, a Colonel and a Member of Parliament of Great Britain and Northern Ireland, said at a meeting in Bishkek recently.
As noted, Bob Stewart expressed his intention to create a group in the British Parliament, which would deal with the development of relations with Kyrgyzstan. “Kyrgyzstan has a great potential for business development and the situation in the country is not as depressing as it was presented by the Western media outlets. The solution to existing problems can be found by the people of the country, rather than using outside help,” Bob Stewart explained.
The British delegation intends to invite the Kyrgyz delegation after the parliamentary elections to meet with officials and business leaders in Britain. It is expected to promote bilateral cooperation, raising the image of Kyrgyzstan and attract investment.
